On 19 December 2011, the IPO published its assessment of the need to simplify the system.
This paper details the current state of our research and our views on the need for more. It also records the suggestions for reform of the design IP framework that have been submitted to the Call for Evidence and survey.

The Hargreaves review recommended that the IPO conduct an evidence based assessment of the relationship between design rights and innovation, with a view to establishing a firmer basis for evaluating policy at the UK and European level. The Government, in its response to the review, committed to taking forward this recommendation and to publishing its assessment of the case for simplification of the design right system and to achieve this we asked for evidence from as many people and organisations as possible.
