Expert Advisory Groups
In August 2010, the Intellectual
Property Office (IPO) announced a programme to build economic research and evidence for IP
policy. This brought together work underway in the IPO and work by the Strategic Advisory
Board for Intellectual
Property Policy (SABIP). The programme of research and its outputs are available for public scrutiny on our IP
Research page.
To ensure that the work programme is
properly informed and meets the needs of the user community, industry, academia and policy makers, the
IPO must have constructive independent challenge. To do this, the IPO established four informal Expert
Advisory Groups (EAGs) to discuss issues on copyright, patents, trade marks and design rights, and trade
and development. Each EAG is made up of representatives from industry, academia and the user community
to provide commentary and peer review on all aspects of the research programme. The EAGs are given the
opportunity to comment on the methodology for specific projects, to identify policy implications from
the research outputs, to provide peer review, and to develop options for future research. The EAGs do
not comment on the development of IPO or broader Government policy in these areas.
The
EAGs are supported by a small secretariat from the IPO's
Economics, Research and Evidence (ERE) team and complemented through the participation of IPO and wider
Government policy officials depending upon the topic for discussion. Membership is on a voluntary and unpaid basis, and the EAGs will last for a maximum of two years. Since their establishment in early 2011 they have provided valuable input to the research outputs and
to the development of the 2011-12 work programme.
EAG - Membership Criteria
- Ability
and willingness to bring fresh ideas and new perspectives to the debate;
- Expertise
and breadth of knowledge of subject area;
- Trust and respect of
peers, through engagement in the respective field;
- Ability and
willingness to work constructively with those of an
opposing viewpoint;
- Ability and willingness to consult with and
feed back from their respective networks;
- Ability and willingness
to act as a champion for the IPO research programme and its outputs.
